HarBUG has been lobbying developer and county council – since before construction started – to provide a proper crossing exactly as you describe. Despite being a no-brainer, it always seems surprisingly difficult to get designs changed after approval. The dropped kerbs may yet appear, and this is being regularly raised with local councillors and council officers.
